Thomas Hughes is the CEO of Appeals Centre Europe, an out-of-court dispute settlement body established under the EU Digital Services Act. Hughes was previously the founding Director at the Oversight Board, established as an independent self-regulatory body to oversee content moderation on Meta social media platforms. Prior to this, Hughes was Executive Director of ARTICLE 19, an international human rights organisation and Deputy Executive Director of IMS (International Media Support). Hughes also founded Diversity, an international advertising network, and VirtualRoad.org, a secure hosting service. Hughes has also had roles with the EU, UN, OSCE. Hughes was an advisor on human rights to UK Foreign Secretaries between 2016 and 2019 and a Governor at the Westminster Foundation for Democracy from 2017 to 2023.
