Dr Roman Shutov is Strategic Adviser at International Media Support’s Global Response Department, specialising in strategic communications and countering disinformation across Eastern Europe, the Balkans and Baltic states. He has consulted governments on information security and resilience building, including advising Ukraine’s government on establishing stratcom centres (2021) and the centre for strategic communications in Moldova (2023-25). Previously, he coordinated cross-border monitoring of Kremlin propaganda across 15 countries during the Ukraine war and worked with leading institutions including Zinc Network, European Endowment for Democracy and Baltic Centre for Media Excellence. His research portfolio includes collaborations with the Atlantic Council, OSCE and European Values think tank. He holds a PhD in Political Science and a Strategic Communications diploma from King’s College London.
