Rufin Zamfir

Rufin Zamfir is a Senior Expert on asymmetric threats, specialising in foreign information manipulation and interference (FIMI) and Russia’s hybrid activities undermining democracy. He currently supports state and media institutions in the Republic of Moldova in strengthening strategic communication and resilience against disinformation.

Previously, he served as Programme Director at GlobalFocus Center (2015–2022) and as Senior Adviser to the president of the Euro-Atlantic Resilience Centre (2022–2023), promoting NATO and EU expertise on resilience across the Eastern Partnership and Western Balkans.

A former intelligence officer with over 10 years of experience in Romania’s SRI, Rufin holds an MA in Communication (SNSPA) and has studied terrorism and political violence at the University of St. Andrews.
